SIQUIJOR, June 17 (PIA) --- The Department of Agrarian Reform (DAR) here announces the presidential appointment of Mr. Ruben R. Villasis as the new chairman of the Provincial Agrarian Reform Coordinating Committee (PARCCOM) for Siquijor province, replacing Mr. Pacifico P. Suan who serves as chairman since President Fidel Ramos.

Mr. Villasis took his oath of office last June 10, 2011 at the Malacañang Palace, sworn in by President Benigno Aquino III himself, together with other 14 newly appointed PARCCOM chairpersons from different provinces.  Mr. Villasis is the only newly appointed chairman in Region 7.

PARCCOM is a multi-sectoral body representing the Presidential Agrarian Reform Council (PARC) which is under the Office of the President.  PARCCOM is composed of representatives from farmer beneficiaries, agricultural cooperatives, NGOs and agricultural landowners. It works closely with the Department of Agrarian Reform and coordinates with the provincial CARP implementing team (PCIT) in the implementation of the agrarian reform programs.

Villasis, a retired master sergeant of the Philippine Army, served as PARCCOM active member since 2005, representing farmers’ organization sector.  He is a native of Bugasong, Antique, married to Visitation Ogao-ogao of Maria, Siquijor. He is a resident of Barangay Lico-an, Maria, where he tends his organic farm and rice field.

As the newly appointed Chairman, Villasis will now work closely with the Provincial Agrarian Reform Office.  He commits to optimize PCIT involvement in the successful implementation of the programs for agrarian reform beneficiaries and to efficiently direct the PARCCOM secretariat as the PARCCOM’s and PARO’s extension to the people, organizations, offices and facilities.  Air service, a problem no more in Siquijor

LARENA, Siquijor, June 17 (PIA)--- Poor access to air service had been a major concern for the province of Siquijor.
 

 Not anymore. 

Seemingly inactive for many years, Siquijor airport in Cang-alwang, Siquijor now comes alive with flights catering to passengers and tourists from Cebu, Bohol, Bantayan, and  Camiguin islands by Mid-Sea Express, a ten-seater plane which made its maiden flight to Siquijor on June 10, 2011. 

With the dramatic improvement in domestic air routes in the Philippines and the influx of tourists in the province, it is imperative to have direct flights here, said Governor Orlando “Shane” Fua who further assured that the airport is well on the way to better improvement. Its 800-meter paved runway is as of now serviceable for the plane’s ground roll due to its Short Take-Off Landing (STOL) capability. 

Onboard the Mid-Sea Express were Capt. Ronan Vilanueva, the Pilot, an apprentice, Mr. Gerard Olvis, Marketing Manager, and some media men from Cebu. 

Students and local officials welcomed and greeted the Mid-Sea Express team. 

The Islander is the best-selling commercial aircraft produced in Western Europe. Adaptable, versatile and durable, it has an unsurpassed record of solving transportation problems simply and economically in some of the world's harshest environments. 

It has ten seats (2 for the pilots and 8 for the passengers); twin engines and a design driven by the requirement for ease of operation to provide exceptional levels of utilization. Constant refinement ensures that the Islander continues to excel in modern-day roles including environmental protection, transportation, air ambulance, fisheries protection, photo surveying, policing and parachuting to name but a few. 

This achievement is viewed to bring in more tourists, easier and faster travel access to businessmen, and an incomprehensive improvement to both the Tourism Industry and the Economy as well. 

Mr. Olvis also assured they would soon open Siquijor-Dumaguete route as more and more  Siquijodnons are frequenting Dumaguete City.

LGU-San Juan adopts ordinance on seaweeds culture farms establishment


SIQUIJOR, June 17 (PIA) ---The municipality of San Juan recently adopted Ordinance No. 2011-008, “An ordinance regulating the establishment, management and maintenance of seaweeds (ambalang) culture farms within the marine waters of this municipality, imposing mayor’s permit fee of P500.00 per farm on individuals and entities engaged therein, and providing penalties for the violations thereof”.

Under the new ordinance, a seaweed farm or similar aqua farm shall not be more than 500 square meters each. As required for fish coral in the locality, a distance of 100 meters from one farm to another shall also be observed.

The three options of dimensions, the ordinance states, are 20mx25m (500 square meters). 

For purposes of giving opportunity to as many individuals and entities as possible, each seaweed farmer or entity should only be allowed a maximum of one 500 square meters seaweeds farm or aqua farm.

Securing of pertinent clearances is a pre-requisite for farm a availment, and these include a Barangay Clearance (from the barangay where the proposed seaweeds farm is to be located) and police clearance.

Among the prohibitions of the ordinance are the use of a strip of 40 meters adjoining the beaches in the whole length of the municipality’s coastline adjoining the foreshore shall not be used for seaweeds farm as these are for the public’s use for swimming, bathing, seashells gathering/gleaning and other allowable and appropriate recreational and livelihood purposes; the farmers’ use bamboo poles, tree branches, tree twigs and any other sharp instruments or pointed objects or materials to complement the would- be installed farm boundary buoys, as a way of ensuring the public’s safety.

Violation of any provision of this ordinance shall subject the offender to a fine of not less than P1,000.00 but not more than P2, 500.00, or an imprisonment of not less than 15 days, but more than 1 month, or both such fine and imprisonment at the discretion of the court, the Ordinance also states. SB San Juan warns public on ordinance 
prohibiting catching of aquatic life

SIQUIJOR, June 17 (PIA) ---Determined to push achieving its goal to permanently claim as the Tourism Capital of Siquijor Province and having a competitive edge in terms of beautiful beaches, marine waters, pristine environment, abundance of water, beautiful sceneries and other natural resources, San Juan municipality is reminding and warning the public on its ordinance prohibiting the catching of aquatic life.

Through Sangguniang Bayan regular session last February 11, 2011, has adopted Ordinance No. 3, s. 1988, strictly prohibiting the catching, taking, gathering or harvesting of fish of any specie and all aquatic life found and existing in the natural spring, natural swimming pool, blind canal and embankment at Poblacion, San Juan, Siquijor, and Imposing penalties for the violations thereof”.

It declared that it is also its policy to promote tourism for which purpose it endeavors to preserve, safeguard and improve tourist attractions found within its territorial jurisdiction.

Any person or group of persons found or caught catching, taking, gathering, harvesting, hauling, loading, transporting or in any manner moving or transferring from these facilities any fish and other aquatic life for whatever purpose or motive shall be imposed a fine of P2,500.00 per person or imprisonment at the discretion of the court, the Ordinance states.

Presently though, according to Information Officer Jacinto V. Maata, most of the users still refused to pay the imposed fee and make full use of the newly-constructed standard–size swimming pool located just across the national highway traversing the town plaza.

Farmers’ Finest take Center Stage in ‘Agrikultura’ Trade Fair


SIQUIJOR, June 16 (PIA)) --- The farmers’ finest take the center stage as the Department of Agrarian Reform (DAR) unveils the Agrikultura Trade Fair on June 24 at the Megatrade Hall 2 of SM Megamall in Mandaluyong City, says a press release from the Department of Agrarian Reform (DAR) here.

President Benigno Simeon C. Aquino III is expected to be on hand along with former DAR secretaries to grace the affair, one of the highlights in the 23rd anniversary of the Comprehensive Agrarian Reform Program(CARP), it was reported.

The three-day activity will be one of its kind as this is the first time three national government agencies – the DAR, the Department of Agriculture (DA) and the Department of Environment and Natural Resources (DENR) – come together to showcase the very best in the agricultural sector, DAR Secretary Gil de los Reyes said in the report.

De los Reyes said that the trade fair is something consumers shouldn’t miss since products that are expected to be on display are hauled off from the so-called “ridges to reefs,” the tri-agencies’ battlecry. So, one can expect agricultural products harvested and harnessed from the upland, the lowland and the sea, he added.

Kicking off the affair is the book launching of the “Appreciative Resource-Based Knowledge System (ARBKS) for agrarian reform areas and the “National Convergence Initiative (NCI) manual of operations.

There will also be an Agribusiness Investment Forum where there would be signing of memorandum of agreements, market matching and business cocktails.

Guests and visitors will also get first hand accounts on the second day of the affair about experiences of farmers engaging in various enterprises, as well as of service providers dealing with enterprising farmers.

They will also be entertaining but educational activities like a musical play to enhance their awareness about the effects of global warming, and a video presentation on government’s greening program, which centers on the campaign to plant 1.5 billion trees over 1.5 million hectares nationwide.
