Heavy rains trigger flashfloods, hit coastal barangays in Siquijor

SIQUIJOR, July 27 (PIA) -- Yesterday’s prolonged heavy rains triggered flashloods and landslides in 20, mostly coastal barangays in Siquijor town, this province.
Municipal Disaster Risk Reduction Management Council (MDRMC) Deputized Coordinator Gilbert Briones said typhoon “Juaning” has brought in heavy rains causing somewhat minimal but several damages to households and the municipality’s infrastructures with even one casualty, an eight year-old pupil of Candanay Elementary School.
Briones said barangays Luyang and Banban got most of the damages with six and 12 households submerged to a 1-meter deep rain water.
Part of the roads from Sabang, Luyang, Pangi, Dumanjug-Calalinan and Cang-adieng-Caipilan were also flooded with riprap damaged but remain passable, he said.
“This is the first test to our MDRRMC’s capability,” Briones said as he cited the council’s immediate response to the occurrence.
He said disaster response group and rescue teams are fully mobilized and still on red alert for any eventuality.
He said the local government unit with the support of the Department of Social Welfare and Development (DSWD) and the Department of Public Works and Highways (DPWH) extended relief, financial and other assistance as the MDRMC continue to monitor and assess the damage wrought on the properties, infrastructures and crops.
Meanwhile, affected barangays, with MDRMC’s support, are doing massive clean-up of drainage and culverts. (PIA-Siquijor/mbcn/rac)

Nearly P110 M KALAHI CIDSS projects completed in Siquijor,
(More up for another cycle this year)

SIQUIJOR, July 27 (PIA) -- Nearly P110M in grant and local contributions were spent for various infrastructure and other projects in Siquijor town since the conception of the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) , “Makamasang Tugon” project in 2003 , says a report from the municipal planning and development office here.
Another KALAHI-CIDSS Project launching was held last week at the Siquijor Capital Square for another P25M grant - one year project cycle for the towns of Enrique Villanueva and Siquijor this year.
The towns are recipients of the three KALAHI-CIDSS cycle that started in January 2003, funded by the World Bank and implemented by the Department of Social Welfare and Development (DSWD).
With the $120M additional funding from the Millennium Challenge Corporation (MCC), the project will once again take off to serve municipalities formerly covered, and expand its scope as more municipalities in Luzon and Visayas are now included, says DSWD Regional Ma. Evelyn B. Macapobre during the launching.
She said the implementation in the provinces of Bohol and Siquijor that covers EnriqueVillanueva and Siquijor towns will only take place for one year or one project cycle since they have been already covered by the project in phases 1, 2, 3A and 3B by the World Bank.
In one of its past implementations, projects such as farm-to-market roads, health stations, day care centers, water system, electrification, solar dryers, drainage system and corn mills amounting to P28,292,000 were completed in 42 barangays in Siquijor town alone.
Of the total amount, P21M is from the KALAHI-CIDSS grant, P2.462M from the municipality counterpart, and P4.830M from the counterparts of the 42 barangays.
Some completed projects are the construction of four health stations in barangays Luzong, San Antonio, Tinago and Tongo and six Day Care Centers in barangays Cang-alwang, Cantabon, Pangi, Luzong, Panlautaan, and Tambisan.
Also completed are the electrification of barangays Cang-inte and Cang-isad; construction of corn mill with equipment in Cangmatnog, Caticugan, Cang-ading and Ponong.
Other projects include farm-to-market roads in 16 barangays of Bolos, Cang-agong, Tacloban, Caipilan, Caitican, Calalinan, Canal, Candannay Norte, Dumanjug, Cangmohao, Lambojon, Pili, Olo, SOngcolan, Sabang and Tebjong.
Construction of solar dryer pavement were also completed in Cang-atuyom and Ibabao; construction of footwalk in Banban, and rehabilitation/construction of drainage system inn Poblacion d Tacdog.
Barangays Candanay, Cang-asa and Canghunog-hunog have each acquired one unit vehicle.

Flashflood kills schoolchild in Siquijor

SIQUIJOR, July 27 (PIA)—One eight year-old Grade III Pupil of Candanay Elementary School in Siquijor, Siquijor was killed yesterday in a flashfloods due to heavy rains brought in by “Juaning”.
School Principal Grace Tamala said, Chese Rey Yuag Maghanoy was reportedly seen playing at the back of their classroom long identified to be a flood prone area.
She said that with the weather condition yesterday, the school declared the suspension of classes and advised their schoolchildren to go home and not to come back to school after lunch.
But despite warning, the child, with a couple more children played at the back near the culvert and riprap amidst rains, the principal said.
She said that as the rain continued, the place became muddy, the riprap overflowed and the perimeter fence gave in so that it reportedly hit the child playing.
Municipal Disaster Risk Reduction Council (MDRC) rescue team also reported that the child was drowned as his playmates initially tried to rescue him from the heavy fence.
When he was finally pulled out, she principal said, the child was immediately brought to the hospital but to no avail.
Meanwhile, the Department of Education (DepEd) and the local government unit of Siquijor condoles with the family of the child as they extend financial and other support for his burial.
